Letter from Lord Derby to Queen Victoria reporting on various parliamentary affairs and submitting names to be considered for the next council. He reports he has taken into account the Queen's suggestions as to the possible use of the vacant seats, such as conferring the right to representation upon the Scottish universities, and that he would bring this to the consideration of his colleagues. Derby also mentions that the present session will be closed earlier than usual and without the necessity of a new parliament before November and as a result it may be unwise to bring the matter of reform to an 'expiring Parliament'.
