Letter from Lord John Russell to Prince Albert reporting that he had asked George Lewis, the Secretary of the Treasury, to meet with him to discuss Sir James Graham joining Government. He expresses his surprise at Sir James Graham's refusal to join the Cabinet, especially in light of his more radical stance. Russell encloses his correspondence regarding the matter for attention of the Queen. and Lord Grey if he is also present at Balmoral.
