Letter from Lord John Russell to Queen Victoria stating that he feels she has been misinformed on the character of Mr Vernon Smith and explaining why he believes he will be suitable for the role of Secretary at War. He states that he will find it impossible to go on after the rupture with Lord Palmerston if the Queen does not support his proposals.
