Letter from Lord John Russell to Queen Victoria stating that Lord Stanley declines the office of Vice President without the Cabinet. Lord Lansdowne agrees that the office should be held by a peer and Lord John Russell suggests the Duke of Argyll. Russell also reports that Mr Vernon Smith is not inclined to take the position of Secretary at War without the Cabinet, to which Russell has agreed.
