Prince Albert refers to Lord John Russell's memorandum and makes references to France and Italy. He writes that before the meeting he is going with officers of the society over the 'model lodging house'. He also mentions that if Lord John Russell attends the meeting, it should be in a personal context so as to avoid his presence from having a 'political aspect'.
