Bernard Woodward was appointed to the post of Librarian in July 1860 after the death of his predecessor, John Glover. On his appointment, Woodward was encouraged to reform the Royal Library. In this memorandum he remarks on the storage of archival documents from the Stuart Papers, Cumberland Papers and contemporary records of the Royal Family. Having previously been kept in cupboards and insecure housing, Woodward fitted out a room below the Library with lockable cabinets to ensure safer storage of the material.
