Memorandum by Prince Albert regarding his conversation with Lord John Russell, after his meeting with Lord Aberdeen and Sir James Graham. He states that he agreed with the assertion that the Reform Bill could be considered during a time of war and that extending the franchise would provide a larger number of tax payers. However it is believed that people would not be able to consider reform at the present moment and Prince Albert suggests that Lord John Russell demand a pledge from his colleagues.
