Letter from Lord Derby to Queen Victoria reporting that the Cabinet had been held that day and stating that they were unanimous on the necessity to introduce a paragraph referring to the question of parliamentary reform into Her Majesty's speech. He states that at their next meeting they would discuss the details of the proposed measure and any necessary alterations. He also encloses a paper regarding the 'Roman Catholic movement in reference to the elections' (see VIC/MAIN/F/13/10).
